The National Talent Gap 

According to the latest data from the U.S. Department of Education, 49 states and the District of Columbia employed an estimated 365,044 teachers who were not fully certified for their assignments. Additionally, 30 states reported a total of 41,920 unfilled teaching positions, resulting in over 406,000 positions that are either unfilled or staffed by under qualified teachers. This represents about 12.5% of all teaching positions across the country.

Teacher Turnover and Shortage Forecast

Teacher turnover reached a record 14% in the 2021-22 school year. While predictions suggest turnover will stabilize to 12% in the following years, this still represents a significant loss of educators annually. Meanwhile, enrollment in teacher preparation programs has continued to decline, and the completion rates have stagnated. Projections show that teacher shortages will persist and possibly worsen over the next decade.

Teacher Shortage in Minnesota

Minnesota is experiencing one of the most severe teacher shortages in the country. The 2023 Teacher Supply and Demand Report revealed:

  • 84-89% of Minnesota school districts report being significantly impacted by teacher shortages and substitute shortages.
  • Nearly a third of new teachers leave the profession within the first five years.
  • 8% of teaching assignments in Minnesota are filled by teachers without the required qualifications.

The shortage is especially critical in special education, where schools rely on variances and emergency certifications. Additionally, there is a lack of racial and ethnic diversity in the teaching workforce, with only 6.24% of Minnesota teachers being teachers of color, compared to 40% of students.
